Bizum is available for Spanish and Andorran bank accounts (IBAN). So yes, you can send your bizums between Spain and Andorra without any problems. But, for the moment, Bizum can only be used with Spanish and Andorran IBANs but, bizumer… give us time…
As for the phone number, no problem! The phone number can be foreign as long as it is associated to a Spanish or Andorran current account.
